President Trump on Wednesday claimed his administration was actively talking to China and seeking what he called a fair deal on tariffs. Chinese officials said they are ready to make a deal, but wouldn't be pressured into one. Meanwhile, a dozen states sued the Trump administration, arguing that President Trump's tariff policy is both arbitrary and illegal. The suit argues only Congress has the authority to impose tariffs and that the president cannot rely on the International Emergency Economic Powers Act to impose them.
